Position Purpose A versatile position within a dynamic nonprofit that helps communities recover after disasters and gets children back in school.  The position full-time is responsible for developing and overseeing the response/ recovery projects to help impacted communities and managing the construction team. Reporting Relationships * Reports to  Program Director  * Roles reporting to position  Logistics Coordinator, Response Coordinator * Approximate number of reports  3-6 Essential Functions * Develop the project scope-of-work, milestones, and detailed timeline and budget and track these accurately, updating the necessary tracking systems e.g. Salesforce, MS Project. * In cooperation with the Program Director, oversee implementing the project whilst adhering to approved timeline and budget constraints. * Support Program Director in implementation of CVA (Cash Voucher Assistance) program in giving eligible households “Cash for Repairs”, ensuring transparent beneficiary selection, verification processes, payment mechanisms, and monitoring. * Manage Cash for Work (CfW) activities, including identification of appropriate community works, participant selection, payroll verification, attendance tracking, and compliance with labor standards. * Supervise voucher distribution activities, ensuring secure distribution processes, reconciliation of vouchers, vendor engagement, fraud prevention measures, and post-distribution monitoring. * Lead the implementation of Build Back Safer (BBS) initiatives to improve disaster-resilient construction practices. * Coordinate technical trainings for homeowners, local builders, contractors, artisans, engineers, and community members. * Support Program Director in the design and implementation of M&E for program.  * Support Program Director and Financial Analysts in the financial tracking and reporting for donors.  * Establish and develop clear work and safety practices for the project and communicate these with site teams (Construction Site Coordinator, Site Supervisor, Site Supervisor Trainees, Masons and Team Leaders.) and community members where applicable. * Supports the Program Director in the development, implementation, and review of the Health, Safety and Security procedures for base and sites. * Recruit and train team members to ensure compliance with project standards in safety and work quality. * When applicable, establish assessment criteria and manage and support the project team to carry out assessments and beneficiary selection processes to identify and implement projects. * Continuously develop and evaluate the project scope, quality and impact, through a meaningful monitoring and evaluation framework. * Provide supportive leadership, manage a diverse staff team, and local staff and empower them to carry out their work effectively and efficiently. * Manage and support Logistics Coordinator to implement efficient procurement processes for the project sites. * Oversee the process of hiring and vetting subcontractors and construction suppliers. * Compile weekly and monthly progress reports for the Program Director. * Financial responsibilities include the construction budget; project labor, pre-construction budget, tools and equipment and materials. * Oversee the timely preparation and submission of comprehensive donor reports, briefings, and internal updates in accordance with corporate reporting standards. * Perform other duties as required. Position Requirements * Education  Bachelor’s Degree in a relevant field required Architect, civil engineering or structural engineering degree preferred, but not required.. * Related Experience  2+years experience working in a disaster response context, preferably with All Hands and Hearts. 1+ years of experience in a construction or technical role with project management responsibilities, including budget tracking and reporting. 1+ years experience managing teams. Experience in CVA or M&E implementation is beneficial.  * Special Competencies/Certifications  Fluency in at least one language/dialect used in the region of the project is preferable.. Good written and oral communication skills (in English) and confident working with Google Workspace, Google Workspace, particularly Google Docs and Google Sheets.  Must be confident working with design software such as Microsoft Office. Applicants need to be well organized and have a flexible approach to managing multiple tasks and prioritizing them appropriately. The individual is able to manage a large workload and perform in a fast-paced environment.  Familiarity with international humanitarian standards including Sphere and HAP.  Must have a valid driver’s license.  Working Conditions and Physical Demands  * Constantly works in outdoor adverse weather conditions * Frequently moves items weighing up to 40 lbs on work site or on base * Frequently operates construction equipment (table saws, impact drivers, drills, and more) * Frequently operates computer * Frequently ascends/descends ladders and scaffolding * Must be able to remain in a stationary position  * Frequent travel * Living in communal environment * High stress situations Compensation & Benefits  * Compensation: Typical starting salary is $1,550-$1,763 USD / month, and up to $1,975 for highly qualified candidates who have previous experience in this role. * Room & board  * Monthly R&R breaks with allowance * Coverage for emergency medical injury or illness * Visa extension reimbursement * Travel to and from program location Diversity is the acknowledgment, promotion and celebration of our differences and similarities.
