Position Purpose A technical coordination position within a dynamic nonprofit that helps communities recover after disasters and gets children back in school. This full-time role leads in-kind emergency Shelter/NFI design, direct implementation, monitoring and coordination for earthquake-affected people in camps and host communities. Reporting Relationships * Reports to Program Manager * Roles reporting to position  None * Approximate number of reports  0 Essential Functions * Lead safe, inclusive, in-kind emergency Shelter/NFI design, direct implementation and monitoring in line with local regulations, Sphere Standards, Shelter Cluster and safer-building, accessibility and environmental guidance. * Lead shelter, damage and habitability assessments of needs, risks, access and priorities. * Prepare strategies, technical designs, scopes of work, bills of quantities, specifications, work plans, repair methods and quality-control procedures. * Oversee NFI and shelter-kit distributions, emergency or transitional shelters, minor repairs and weatherproofing; verify safe, suitable and accessible completion. * Design community toolbanks and light debris removal with safe work zones, segregation, reuse and disposal. * Provide technical oversight, quality assurance, troubleshooting and coaching to teams, volunteers, partners, contractors and vendors. * Integrate community engagement, accountability, protection, safeguarding, inclusion, and climate considerations. * Support procurement through specifications, bid evaluation, material inspection, stock and asset tracking, storage and contractor verification. * Maintain plans, budgets, risks and program data; track outputs, quality, timeliness, feedback and post-activity results; support reporting and learning. * Represent All Hands and Hearts in Shelter/NFI forums and with authorities, UN agencies, NGOs, service providers and communities; share information and prevent duplication. * Implement shelter and debris safety measures, including structural-hazard screening, tool safety, manual handling, protective equipment and incident reporting. * Perform other duties as required. Position Requirements * Education  Bachelor's degree in civil or structural engineering, architecture, construction management, building technology, humanitarian shelter or a related field; equivalent education and professional experience accepted. * Related Experience  1-2 years implementing emergency Shelter/NFI programs, including one rapid-onset response and experience in at least two of: shelter construction or repair, NFI distributions, damage assessment, contractor oversight or light debris management.  * Special Competencies/Certifications  Ability to prepare designs, bills of quantities and specifications; assess habitability and site risks; supervise construction or repair quality; manage light debris work; and apply Sphere, Shelter Cluster, safer-building, accessibility and environmental guidance. Relevant certification is an asset. * Language Spanish fluency required; working knowledge of English preferred * Strong communication, coordination, representation, data-management and reporting skills. Proficient in Google Workspace and Microsoft Office; organized and able to manage competing priorities in a high-stress emergency. Working Conditions and Physical Demands  * Regularly works outdoors in adverse weather around damaged buildings, debris and active work sites * Frequently moves items weighing up to 40 lbs on work sites or at base * Frequently operates a computer and may work near hand or power tools * Must be able to remain stationary and navigate uneven terrain, debris and temporary shelters * Frequently travels to remote project locations, camps and host communities * May live in a communal environment * Works in high-stress post-disaster settings with limited amenities and exposure to dust, sharp debris, unstable structures and construction hazards; protective equipment is required.
