Each year, PPCCC provides 28,000 people on the central coast with health care services; including sexually transmitted infection testing and treatment, birth control, breast and cervical cancer screenings, vasectomies, and safe and legal abortion care at our six health center locations. PPCCC also provides comprehensive sexuality education programs to help adults and teens make healthy decisions, prevent unintended pregnancies, and avoid sexually transmitted infection.   JOB SUMMARY: Under the supervision and direction of the VP of Health Center Operations, directs a multi-service program which provides reproductive health care and abortion services that meets the needs of our patients and community and supports the goals of the affiliate. Responsible for recruitment, training, supervision and evaluation health center non clinical staff.  Responsible for all fiscal aspects of the health center operations. Provides leadership to enhance effective and efficient operations to achieve health center goals.   ESSENTIAL FUNCTIONS: * Ensure adherence to Planned Parenthood California Central Coast written medical protocols which incorporate all State, Federal, PPFA and PPCCC guidelines and which are approved by the Medical Director. * Adhere to PPCCC's Administrative policies and procedures and State of California regulations.  Update staff on changes in PPCCC protocols, policies and procedures, as needed. * Prepare and monitor program and budget plans in conjunction with the VP of Health Center Operations. Supervise the financial aspects of the center operations, including but not limited to: implementing fee schedules, maintaining inventory and purchasing supplies, balancing of ledger sheets and bank deposits, preparing check requests and approving invoices. * Responsible for supervision and reconciliation of daily handling of cash and bank deposits.  * Ensure adequate staffing and positive clinic staff relations by recruiting, training, supervising, evaluating and disciplining. Specify responsibilities, authority and working relationships among staff.  * Develop/coordinate staff schedules in a timely manner and ensure adequate licensed staff coverage for service demands. * Works with lead clinician to develop Clinician schedule. * Responsible for reviewing and approving time cards and time off requests for all health center staff, including licensed team members. * Supervise health center operations in order to ensure maximum efficiency and clinic flow. * Ensure patient satisfaction. * Participate as an active member of the Clinical Services Team, which includes participation on the Compliance Quality Assurance/Risk Management Committee (CQRM), Core Management and committees as needed.  * Ensure and enforce compliance with infection control, safety and emergency guidelines. * Work with the community to develop an environment which is supportive of Planned Parenthood and its goals. Duties may include coordinating programs with other health and social service agencies, enhancing community awareness by public information program and serving as the spokesperson for the health center to the community. * Supervise and arrange for health center maintenance/repairs and safety in collaboration wit Facilities and Security Coordinator. * Display initiative in maintaining all areas of the center. Seek and implement efficient and cost-effective means of providing services and all performance measures. * Promptly provide monthly and annual reports as needed. * Provide back-up assistance to health center staff as necessary. * Collaborates with HC Lead Clinician by providing feedback and professional development for licensed staff. * Other duties as assigned by the VP of Health Center Operations. SUPERVISORY RESPONSIBILITIES: * Patient Services Assistants, Health Care Assistants, and Assistant Center Directors * Responsible for addressing all health center staff personnel issues in a fair and efficient manner. * Responsible for completing all non-licensed staff evaluations on time and ensuring facilitation of annual skills checklists.  * Responsible for coaching and mentoring non-licensed staff. CUSTOMER SERVICE RESPONSIBILITIES: * Collaborate with Director of Experience to set goals and monitor patient experience.  * Monitor patient feedback and customer satisfaction as part of quality management * Ensure that care is delivered in a culturally and linguistic sensitive manner. * Respond to patient concerns within 24 hours. PRODUCTIVITY RESPONSIBILITIES: * Manage and lead team to meet key performance indicators. BUSINESS OPERATIONS – REVENUE CYCLE RESPONSIBILITIES: * Collaborate with Director of Revenue Cycle to ensure that staff is trained on appropriate billing practices. * Review monthly financial statements to make sure revenue and expenses fall within expectations. Complete and submit budget variance reports. * Make sure staffing needs are met to meet visit projections and budget revenue goals. * Actively participate in the annual budget process. Attain input from staff during budget planning season. EDUCATION and/or EXPERIENCE: Bachelor’s degree or equivalent experience plus two years management experience in a health care setting, preferably one which provided reproductive health care services.  LANGUAGE SKILLS: * Ability to respond effectively to sensitive inquiries or concerns. * Bilingual (English/Spanish) skills are preferred. COMPUTER SKILLS: * Proficiency with Microsoft (Word, Excel, Outlook, PowerPoint, etc.) and web conferencing.  * Experience with an electronic health record system. .ADDITIONAL QUALIFICATIONS; * Ability to work in a busy environment, under pressure without compromising accuracy, attention to detail and courtesy to patients and staff. * Ability to provide feedback to staff in a constructive manner resulting in motivation for change * Strong organizational skills * Ability to respond appropriately to changing situations * Self-motivated * Willing to work flexible hours, including Saturdays and evenings when necessary * Must have excellent customer service skills and be committed to providing the highest level of customer satisfaction to both internal and external customers * Excellent verbal and written skills. * Excellent communication and listening skills. * Ability to read and analyze budget. * Ability to present information in a manner that all levels of health center staff can understand. * Willingness to travel within PPCCC geographic area (Thousand Oaks to San Luis Obispo) * Must have reliable transportation, valid California driver's license and appropriate insurance. Planned Parenthood California Central Coast’s (PPCCC’s) compensation philosophy supports the organization’s mission, vision, and values. Each position has a salary based on market value and the organization’s pay levels.  The starting salary for this position is $118,372.80 with an opportunity for an increase after six months of employment.  As part of our commitment to pay equity, PPCCC does not negotiate salaries. Pay Differential: $1.00/hour bilingual Spanish/English differential pay is offered upon passing the language assessment test.
