Position Purpose A versatile position within a dynamic nonprofit that helps communities recover after disasters and gets children back in school. The position is full-time and is responsible for the overall management and strategic development of the program to ensure efficient and effective delivery of the projects. Reporting Relationships * Reports to International Recovery Manager * Roles reporting to position Construction Site Coordinator, Construction Site Supervisor, Community Coordinator, Logistics/Finance Coordinator. * The approximate number of reports  3-5 Essential Functions * Provide Overall leadership and accountability for the program, ensuring that the program strategy, project scope, quality, impact, timeline and budget are aligned with organizational and community needs, and approved plans. * Develop, manage, and continuously review the overall program and project scope-of-work, milestones, detailed implementation plans, detailed timeline, and budgets. Maintain accurate tracking and reporting through relevant systems, including Salesforce, MS Project, and financial tracking tools. * Ensure program and project activities are delivered within approved timelines and budgets, meeting organizational, donor, technical, quality and community engagement standards.  * Develop and manage the overall program budget, including financial forecasting, and maintain oversight of project and operational budgets, including construction labor, pre-construction activities, tools, equipment, materials, and other project-related costs.  * Recruit, onboard, train, and manage an effective and diverse staff team, providing supportive leadership and empowering them to deliver their responsibilities effectively and efficiently and in accordance to organizational standards. to meet the specific needs of the communities affected by the disaster, in communication with the International Recovery/Response Manager and Director of International Response/Recovery * Establish clear work, quality, and safety practices for program and project implementation and ensure these are effectively communicated and consistently applied across base and project sites.  * Technical lead on the worksite and therefore responsible for the correct execution of construction plans and construction details. Responsible for discussing, developing and evaluating alternative construction details with the technical capacity team and the engineers as needed.  * Develop, implement, and regularly review Health, Safety, Security, Emergency, and Evacuation procedures for the program, in coordination with the appropriate Operations and International Recovery/Response leadership.  * Lead staff capacity building and technical training relevant to project delivery, including the training and development of Site Supervisors, Site Supervisor Trainees, Masons, and other site-based staff, and maintain appropriate training and development systems. * Oversee project assessment and selection processes, when applicable, ensuring that additional projects or interventions are identified, prioritized, and implemented based on community needs and organizational strategy. * Establish and maintain an effective monitoring, evaluation, learning, and accountability approach for the project, using findings to continuously evaluate and improve project scope, quality, effectiveness, and impact. * Oversee the delivery of accurate and timely weekly and fortnightly reporting across all aspects of the program, including program progress, project implementation, finance, operations, safety, community engagement, and key risks and challenges. * Oversee procurement and logistics requirements for project implementation, ensuring efficient procurement processes and the timely availability of materials, tools, equipment, and other resources required by project sites. * Oversee the identification, vetting, hiring, contracting, and management of subcontractors, construction suppliers, and other project service providers, as applicable. * Oversee and support the Community Coordinator in developing and implementing community engagement, software activities and training, and other community-led projects. * Continuously assess program and project risks, constraints, and emerging issues, developing mitigation strategies and escalating significant concerns to the appropriate organizational leadership. * Coordinate closely with Operations, Logistics, Finance, MEAL, and other relevant functions to ensure effective, integrated, and timely program delivery. * Attend relevant Cluster, Working Group, coordination, and other external meetings, representing the program as appropriate and communicating pertinent information, opportunities, and risks to the International Recovery/Response Manager and other relevant leadership. * In coordination with the International Recovery/Response Manager, continuously develop and evaluate the strategic direction and scope of the program, adapting implementation as required based on operational realities, community needs, learning, and available resources. * Ensure appropriate program and project documentation, tracking, knowledge management, and handover throughout the program lifecycle. * Support the operations and project teams to deliver their specific operational and project targets within the approved time and budget constraints. * Oversee the delivery of weekly and fortnightly reporting for all aspects of the program * With the support of the International Recovery Manager, Project Manager and Operations Manager, develop, implement, and review the program’s Emergency and Evacuation Procedures, and Health, Safety, and Security protocol. * Perform other duties as required. Position Requirements * Education  Bachelor’s degree in a relevant field required Architect, civil engineering or structural engineering degree preferred, or equivalent experience. * Related Experience: 2+ years experience working in a disaster response context, preferably with All Hands and Hearts. 1+ year of experience in a role with project management responsibilities, including budget tracking and reporting and in a construction or technical role. 2+ years of management experience.  * Special Competencies/Certifications  Excellent written and oral communication skills in English, with the ability to communicate effectively with diverse teams, communities, partners, and stakeholders. Fluency in at least one language or dialect used in the project region is preferred. * Strong leadership, people management, delegation, coaching, and team development skills, with a sophisticated and adaptable management style appropriate to diverse and fast-paced environments. * Proven ability to manage a large and varied workload, prioritize competing demands, work independently, and adapt effectively to changing operational circumstances. * Strong organizational, planning, coordination, and problem-solving skills, with demonstrated ability to manage multiple workstreams while maintaining attention to detail and meeting deadlines. * Strong proficiency with Google Workspace, particularly Google Docs and Google Sheets, and Microsoft Office applications, including MS Project. * Confidence working with relevant design and construction software, including AutoCAD. * Knowledge and practical application of international humanitarian standards and best practices, including Sphere and HAP. * Experience working in disaster response, recovery, construction, humanitarian, or other comparable field-based environments is highly desirable. * Must hold a valid driver's license and be able to drive as required for program activities. * Must be able to secure and maintain the appropriate visas, work permits, and other documentation required for the assignment.
