Quality Assurance Manager As a Quality Assurance Manager at C.A. Murren and Sons, you will be considered an important part of the team as you bring your expertise in meeting organizational objectives. You will oversee the QA processes across multiple teams and products ensuring standards are consistent and met.  As a Quality Assurance Manager, you are expected to manage resources efficiently using tools, personnel and budgets, aligning the QA team toward the common quality goals with clarity and structure. C.A. Murren and Sons is seeking a Quality Assurance Manager that will lead independent implementation and oversight of the project Quality Assurance Program for engineering, procurement, subcontracting, construction, testing, turnover, and supplier activities. This position interprets project quality requirements, maintains the approved program, verifies effective implementation, and has authority to stop work when a significant condition adverse to quality warrants. Role boundary QA is an independent oversight function. The QA Manager may review and observe QC and construction activities but must not become responsible for directing or controlling the work being verified. Key Responsibilities: * Develop, maintain, and administer the project Quality Assurance Plan, implementing procedures, audit/surveillance program, qualification program, and quality performance reporting in conformance with the approved CAM program and contract flow-downs. * Implement ASME NQA-1-2019 and DOE O 414.1D graded-approach requirements across safety class, safety significant, production support, and general service work, documenting the basis and ensuring grading never negates an applicable requirement. * Plan and lead independent audits, surveillances, and assessments of CAM, subcontractor, supplier, laboratory, and field activities; issue findings and verify timely, effective closure. * Review project procedures, work processes, procurement documents, quality plans, inspection/test plans, and construction records for appropriate quality requirements and objective evidence. * Exercise stop-work authority and ensure controls are established over further processing, delivery, installation, or operation of nonconforming items when required. * Oversee qualification and indoctrination of QA personnel and lead auditors; maintain qualification records and ensure assigned personnel have organizational freedom, access to work, and direct management access. * Review significant nonconformances, conditions adverse to quality, corrective actions, trends, root-cause evaluations, and effectiveness reviews; escalate adverse trends and repeat conditions. * Coordinate quality interfaces with the Project Quality Manager, QC Manager, NCR/CAR Manager, Field Engineering, Work Planning, Procurement Quality, Document Control, Construction, suppliers, and Company representatives. * Monitor quality metrics, audit and surveillance schedules, aging items, recurring issues, records completion, supplier performance, and turnover readiness; communicate risks and recovery actions. * Support Company access, oversight, audits, and records review, and ensure quality records remain legible, traceable, retrievable, and suitable for turnover. Qualifications: * Bachelor's degree in engineering, science, quality, construction management, or a related technical field; an equivalent combination of education and directly relevant experience may be considered. * At least 10 years of progressive quality experience, including at least 5 years in DOE, commercial nuclear, naval nuclear, defense nuclear, or comparably regulated nuclear work and at least 3 years leading QA personnel or programs. * Demonstrated implementation knowledge of ASME NQA-1 and DOE O 414.1D, including graded approach, independent assessment, corrective action, document/records control, procurement quality, and personnel qualification. * Demonstrated audit and surveillance experience, including planning, performance, reporting, finding classification, corrective-action evaluation, and follow-up verification. * Experience interpreting contracts, specifications, codes, quality clauses, and supplier/subcontractor flow-downs for field construction. * Strong technical writing, judgment, facilitation, and issue-escalation skills; able to defend independent quality conclusions under schedule pressure. * Current or previously qualified ASME NQA-1 Lead Auditor preferred. * Preferred knowledge of 10 CFR 830 Subpart A, 10 CFR Part 21, suspect/counterfeit items, commercial grade dedication, and DOE O 414.1E transition considerations. * Preferred experience on DOE capital projects involving heavy civil, reinforced concrete, underground utilities, mechanical piping, welding, tanks, and electrical duct bank scope. * Preferred experience overseeing independent testing laboratories, special inspection agencies, NDE suppliers, and procurement-quality activities.
